What the City of Dallas says
The City's Planning & Development Guide lists a plumbing trade permit as required when "installing, modifying, or repairing plumbing pipes, fixtures, water heaters, or sewer connections." The DallasNow terminology guide describes the plumbing permit as covering water lines, sewer lines, fixtures, gas piping and drainage systems, and says permitted work must be inspected and approved before the system is used.
Work that typically needs a permit
- Replacing or relocating a water heater (tank or tankless)
- Repairing or replacing a sewer line or building drain
- Adding, extending or rerouting water supply or drain piping, including repiping
- New or altered gas piping and gas appliance connections
- Adding a bathroom, moving a toilet or sink to a new location during a remodel
Work that usually does not
Clearing a clog, replacing a faucet cartridge, a toilet flapper or fill valve, or swapping a fixture without changing the piping is routine maintenance. The City does not publish an exhaustive exemption list on the pages we reviewed, so if the job touches piping, venting, gas or a water heater, ask before you start.
Why the permit matters to you
A permit triggers a City inspection of the work, which protects you if something is concealed in a wall or under a slab. Unpermitted work can surface during a home sale inspection. See who can pull a permit and inspection requirements.
Fees, required inspections and processing details change; confirm the current requirements with Dallas Development Services (Planning & Development) before work starts.
