Licensed Master Plumbers registered with Dallas
The City's DallasNow terminology guide states: "Only a licensed Master Plumber, registered with the City of Dallas, may obtain a plumbing permit." The plumber must hold a current Master license from the Texas State Board of Plumbing Examiners (license lookup) and register with the City before permits are issued; original registration is done in person with the City's contractor registration form.
The homeowner exception
The City's plumbing permit page also allows a homeowner permit for residential property when the owner has a homestead exemption filed with the county and owns and occupies the home. A homeowner permit carries the same code requirements and inspections as a contractor permit. It does not apply to rental or commercial property.
What this means when you hire
Ask the plumber whose name the permit will be pulled under and confirm that Master license on the TSBPE lookup. If a contractor asks you to pull a homeowner permit for their work, that is a red flag: the permit is meant for work you do yourself.
Highland Park and University Park
These are separate municipalities with their own building departments. See the Town of Highland Park and City of University Park for their contractor registration rules.
