Where Does City Responsibility End?

Water

Sec. 49-24: the City maintains the connection from the main to the meter (or to the property line where a connection is unmetered).

Sewer

The same section makes the City responsible for a wastewater connection "from the main to the property line." Your building lateral, from the house to the property line, is yours.

Why the exact point matters

A plumber can camera the line and locate a break relative to the property line. If the defect is on the public side, report it to 311 and keep the video.
