DWU's emergency services page says to call 3-1-1 within Dallas (214-670-3111 from outside the city) for a water main break, meter leak, hydrant leak, overflowing wastewater main or an emergency water turn-off.

Protect your home

If the street break floods your property or cuts your service, avoid running water-using appliances, and know your private shutoff in case pressure surges back.

Not sure whose leak it is?

Water bubbling in the street or parkway is likely public; a wet spot between meter and house is likely private.
