Permit needed
The City lists water heaters in its plumbing permit guidance. The permit is pulled by a registered Master Plumber, or by a qualifying homeowner on their own homestead (see who can pull a permit).
What is usually checked
Inspections commonly focus on the temperature and pressure relief valve and its discharge line, the gas connection, venting and combustion air for gas units, the electrical disconnect for electric units, drain pans where required, and thermal expansion control. Dallas uses the 2021 IPC, IRC and IFGC with local amendments; the specific items are confirmed on the permit.
Tankless conversions
Switching to tankless often means a larger gas line, new venting and sometimes electrical work, so the permit scope is bigger than a like-for-like tank swap.
Fees, required inspections and processing details change; confirm the current requirements with Dallas Development Services (Planning & Development) before work starts.
