Why it exists
EPA and TCEQ rules require systems to identify service line materials (EPA). The City memo describes a 10-year timeline for completing the inventory and replacing lead and galvanized lines found (City memo).
Owner responsibility
Property owners are responsible for the private side, from the meter to the home and interior plumbing, including replacing lead plumbing on their side, per the City memo.
